    About the Belluae Imperium

    About the Belluae Imperium

    The Belluae Imperium is a the name of the most powerful and advanced nation in the world. The people of the Imperium consider themselves superior to all others, as they believe themselves to be the height of civility and intelligence. The only thing is, they aren't what one might consider "people." They are animals that are humanoid in appearance. They stand erect, wear clothing, reason, socialize, worship, govern, and invent. There are humans in the Imperium, but they have been reduced to lives of servitude and slavery. The capital city, as well as the largest and most influential city in the known world, is Eranius, where much of the story will take place.

    The setting for Belluae Imperium is Anthropomorphic Gothic Steampunk. In many ways, it resembles Victorian Era England, the mid-nineteenth century, in terms of civility, dress, and mannerisms. The Anthropomorphic refers to the humanoid animals that are the dominant race of the world. Much of the architecture is Gothic in appearance, and there are elements in the world that follows the traditional Gothic feel established in Dracula, Frankenstein, and the like. The Steampunk, though, is the main focus of the setting. It refers to the science fiction made popular by authors such as Jules Verne. Science is beyond that of the Victorian Era, and mostly steam powered. The push for understanding and the desire to advance technology fuels many of the scholars of Eranius and beyond.

    Government, Politics, Law and Order

    The Belluae Imperium is a Monarchical Empire. The Lord and Lady Imperial have absolute rule of the Imperium. Rulership is by direct succession, the eldest son of the Lord and Lady Imperial becomes the next Lord Imperial when the previous Lord Imperial believes he is ready, or dies. The Lord Imperial is also the head of the church, and makes decisions that affects the religion as a whole.

    There is an Imperial Senate that handles most of the running of the daily decisions regarding law and order within the Imperium. The Senate answers directly to the Lord Imperial, who has the power to unilaterally change, implement or revoke policies. The Imperial Senators are hand chosen by the Lord Imperial to oversee his wishes for the Imperium. The Imperial Senate is made up of 21 Senators that represent the Imperium at large.

    The Imperial Court in Eranius is the center of law and justice in the Imperium. There are a number of smaller courts that handle local matters, but each of these courts must answer to the Imperial Court. The Imperial Court, in turn, answers to the Imperial Senate and the Lord Imperial himself. Within the Imperial Court, one is considered guilty until innocence can be proven. The Imperial Court has three Lord Magisters, selected by the Imperial Congress, that make all the rulings. Smaller courts in other parts of the Imperium also have three Magisters each, appointed by the Lord Magisters, which in turn, answer to the Lord Magisters.

    The Constabulary are the upholders of the law in the Imperium. The Lord Constable is the head of the Constabulary. He operates out of the Imperial Court, and passes their decrees to the rest of the Constabulary throughout the Imperium. The Lord Constable is appointed by the Lord Magisters.

    There are a number of prisons throughout the Imperium, for holding the criminals found guilty by the local Magisters. The most infamous prison, for all the most severe criminals and enemies of the state, is Savage Isle. Located far from the mainland in Tiberiun Sea, this self-contained island has no woods or other natural resources, making escape virtually impossible. There are few guards on this island, as the savagery of the island makes it very difficult for survival. The law of the island is only the strongest survive.

    Religion, Magic and Science

    Religion, Magic and Science all play important, yet highly oppositional, roles in the world.

    The dominant religion of the world is similar to Christianity. There is one God who created everything, and a devil who opposes Him. In the Imperium, though, the Lord Imperial is the head of the church, and makes all decisions regarding the directions and policies of the church as a whole. For most of the religious, science is an anathema, and to be avoided. Magic is even worse. It is devil worship, and those found practicing it are to be arrested. The penalty for practicing the dark arts is burning at the stake.

    Magic, quite literally, is the dark arts. It is mostly practiced by free humans in secret. It is extremely rare to see anyone other than a human practicing the dark arts. Those who practice magic, knowing the dominant religion, also believe their power comes from the devil, and choose to worship and sacrifice to him to gain more power. The fact that humans are the only ones susceptible to the dark arts curses of vampirism and lycanthropy further enforce the dark natures of magic.

    Science opposes popular belief that there are supreme beings controlling our existence. The power of the mind is what is important in science. They discount acts of faith and magic as events that can be explained away rationally and scientifically. Eranius is the home of Welbridge University, the largest University in the world. Many of the scientific discoveries and inventions come from the halls of Welbridge.

    While the church as a whole believes is that science is an abomination to be avoided, the current Lord Imperial, does not share that assessment. He supports the studies at Welbridge and has issued a church decree to accept science. This decree is the only royal decree that the church is not comfortable with following, especially considering the atheistic nature of most of the scientists and professors.

    Races and Cultures

    Anthros is the collective name for the anthropomorphic creatures that dominate the world. They are subdivided into sub-races based on their animalistic appearance. For example, an Anthro-cat would be an Anthro that appears cat-like. Anthros may share some additional characteristics of their animal characteristics, such as avians having wings, or amphibians having webbed hands and feet.

    Humans are few in number, smaller than any one Anthro sub-race. They are most often seen as slaves, pets, or servants to some of the wealthier Anthros. While humans have intelligence that is on par to the Anthros, they are treated as lesser beings and looked down upon by even the lowliest of Anthros. Only the gypsy humans tend to have some respect among the Anthros, but that is only for the performance abilities and medicines. Humans are the most adept at the dark arts, and they are the only ones susceptible to the dark arts curses of vampirism and lycanthropy.

    Gypsies are human families that generally number between ten and twenty family members. On rare occasions, non-family members, including Anthros, may be allowed in as an honorary family member. They are nomads, never staying in one place for long. They move from town to town, typically avoiding larger cities. When they set up at town, they usually set up a carnival of performances for the entertainment of the town. They are also superb apothecaries. Their knowledge of plants allows them to make all manners of medicines and drugs, which they trade for goods they need for their continued journeys. They are nature worshipers by nature, believing in the spirits of the plants and animals that surround them. They only hunt and gather only as much as is necessary for their survival, medicines, and drugs, and always give thanks to the spirits for their gifts.

    Slavers are nomadic Anthros tribes who make their living hunting, capturing and breeding humans for later sale. Most tribes are Anthro-wolves or other canine family Anthros. A tribe is made up of: Hunters, those slavers who actively hunt their pray; Handlers, those slavers that handle newly captured humans and break their will; Breeder, those slavers who handle the female humans, pick the males for them to breed with, and assist with delivery; Trainers, those slavers who raise and train the humans born in captivity, and those whose wills have been broken by the Handlers. In smaller tribes, some members have multiple roles, such as Hunter/Handler and Breeder/Trainer. A small tribe may have five to ten members, while larger tribes can have up to twenty members. Slavers have no use for religion, magic, or science. They will use scientific inventions, though, if it helps them with their tasks.

    Beasts

    All varieties of animals found in nature can be found in this world. In addition to the normal animals, there are some mystical animals, such as unicorns, pegasuses, and dragons, that can be found. The mystical animals, though, are much fewer in number and harder to find. All animals, including the mystical variety, do not have the ability to speak or reason. They have intelligence, but it is mostly instinctual.

    King Beasts are a special variety of animals that can be found among the other animals of their kind. They are very rare in number, approximately one King Beast out of every ten thousand beasts of their kind. A King Beast is larger, stronger, and more intelligent than the other beasts of their kind. They can communicate with the animals of their type and can speak and reason just as Anthros and humans can. They tend to remain silent, though, around others, preferring to pass themselves off as regular animals. Very rarely, a King Beast may be found with a Gypsy tribe that befriended it.
